【COP22】副在阿拉善SEE的边会上都说了什么？

一般只要我有时间阅读，我一定读关于历史的书。有时，我和我儿子聊天时，他会问我“人类历史上最重要的事情是什么？”，或简单的说，“爸爸，在你生活的时代最重要的事情是什么？”

首先回答后一个问题，我觉得这个问题的答案非常清楚。如果你问“在我生活的时代最重要的事情是什么？那么答案非常简单。。简单地说就是，，推动了中国改革开放，让我们看到了中国社会发展的诸多成就。这不可能由一个人独自完成，而需要变革许多政策；变革从中国的国情出发，中国需要制定正确的政策才行。

 
1978年十一届

要知道，在1978年11月，中国人均收入仍处于一个较低的水平，几乎没有私家车。北京没有地铁，上海没有浦东新区。而且，我下个月要去的深圳，当时也是不存在的——那时的深圳只是一个小渔村。但现在却是全球最发达、最富裕的城市之一——拥有五百万到一千万人口。我可以通过很多数据告诉你们，这些变化不止发生在中国最先进的沿海地区。去年我去了甘肃省，这是中国最穷的省份之一。我们去了甘肃南部，这个地方也很贫穷，但你一定能看到各个地方都在发展。所以，即使在中国最偏远和最贫困的地区你也能看到它的巨大发展。

其次，如果中国能够正确发展经济，那么中国也可以在改善环境上有所作为，并以完全相同的方式取得成功，这就是我们现在正看到的。我们看到发表演讲说，我们的新目标是绿水青山。这个目标能使中国人民在未来进入一个新的发展轨道。还提出了生态文明的概念。我并没有真正理解，但包含这个概念的一个关键词是上面说到的“青山”。我们应该在全球范围内，让所有人了解这个概念，我们应该创建生态文明。

当然了，一个人的力量并不能改变任何事情，它的实现是需要现今中国社会各阶层的奉献精神。中国的环境部长被各界寄予厚望。如果我在挪威当部长时，能有这样的氛围，我也会非常高兴。

当然，我所说的权利与制定正确的政策、以及企业的作用有关。所以这次会议就显得如此重要。你需要强大的政治权利，关于授权企业、创新力、外展力、确保企业有力量完成这些工作的权利。我们可以看到，现在已经有众多由中国人开办的企业涌现了出来。

有一次，，他说，“中国在全球专利方面仍然落后于美国和日本，但中国企业在此方面的发展速度却非常快，你很快会看到中国超越日本，甚至超过美国成为世界头号专利大国。”

Mainly that whenever I can read something Iwill read a book about history. And sometimes have a conversation with my sonand he will ask me questions like ‘What is the most important event in humanhistory?’ or a little bit more reduced, ‘Father, what is the most importantevent in the time you have been living?’

And to start with the last one, I think theanswer to that one is very very clear. If you ask ‘What is the most significantevent in the history I’ve been living?’ The answer is very simple. It was ameeting or two meetings which took place in Beijing in November and December1978 in the (Inaudible) of the Communist Party, the 3rd Plenary Sessionof the 11th Central Committee of the Communist Party of China. But to put it toa more understandable global context, Deng Xiaoping taking the power in Chinaand starting the enormous, enormous transformation of China which we see thebenefits of today. Because not one man did it alone, but that was the seachange of policies from which onward China basically got the policies right.

At that time, remind yourself, at that timein November December 1978 nearly all were poor. There was not onesingle personal car in China. There was one metro line in Beijing. The PudongFinancial District in Shanghai did not exist. Indeed the city of Shenzhen,which I will visit next month did not exist. It was a fishing village. Now itis one of the most advanced cities on the planet. One of the richest cities onthe planet and with a population of between 5 and 10 million. And I could giveyou any number of this but remind yourself, this is not just the most advancedcoastal part of China. Last year I visited the Gansu Province, which is one ofthe poorest provinces in China. We went to southern Gansu, again a poor part ofa poor province, and you see the development absolutely everywhere. I mean itsenormous development even in the most remote and poor parts of China.

Well let’s start. This is for two reasons,because if this could happen in China, there is two enormous important lessonsfor the world. If China could put itself on the road to modernization anddevelopment so fast, I tell my African or Indian friends, well then you can dothe same. And then they would say, ‘Oh no no no. There are reasons why China isso different from us. What China did, we cannot do.’ Well at that time, no one,no one, no one predicted the rise of China. If you can tell me the one politicalscientist, , America, European, somewhere who predicted the rise ofChina in 1975-1976, I will give them Nobel Peace Prize or the Nobel Prize forforesight to that person. He simple don’t exist. No one predicted or made aprediction for the rise of China.

So it could happen to China, well it maynot happen in exactly the same way but for sure, if India, if Africa or otherpart of the world, if they get the policies by and large right, they can risein the same way. Remember it’s not just China, it’s also Singapore. It’s alsoKorea. And well not that advanced, it’s also Vietnam and it’s also Indonesia. Ahuge number of East Asian nations getting the broke policies right and thenbringing people out of poverty at the speed and with the dedication we havenever seen anywhere else in human history. So that’s the one consolation fromthe rise of China. The rest of the world can also develop. We can bring everysingle human being out of poverty by 2030.

And secondly, if China can get developmentso right for sure and China can also move on to environment and get that rightin exactly the same way. And that is what we are now seeing. We see PresidentXi saying that the new goal is green mountains and blue water. That is the newgoal setting the population into a new trajectory for the future.President Xi also developing the concept of ecological civilization. I don’treally understand but one of the verse embracing this concept is that beautifulmountain. We should make it a global concept for all or creating the ecologicalcivilization.

But of course, not one man can changeanything. It’s the dedication at every level of society today. TheMinister of Education, sorry the Minister of Environment has got vast powers.Powers I would have loved to have when I was minister in Norway if I could havethe same powers, I would have been very very…good. It would have beenfantastic.

But of course it’s about getting thepolicies right and it’s about the role of business. And that is why thismeeting is so critical. You need the big politics right, but this is aboutempowering business, the innovative power, the outreach, the strength ofbusiness to do the jobs. And we see now, any numbers of companiescoming up.

The other day I spoke to the secretarygeneral of the Vern International Patent Organization. He said that, ‘WellChina still behind United States and Japan when it comes to global patents, butthe speed of companies in this regard is enormous and very soon youwill see China pass Japan, and at some point also even possibly United Statesas the number one patent place in the world.’

And we see it in many other areas but ifyou want to know why this is important, look to what happened in China lastweek. What was last week in China for those who are not ? Well it wasthe Single’s Day. And Alibaba and other companies has invented this.It’s like the Father’s and Mother’s Day which was basically also invented byEuropean and American business, because we give gifts to my mother on Mother’sDay and to my father on Father’s Day. This was a huge business opportunity, andthe Single’s Day was created in China with exactly the same purpose, to be goodfor business.

The overall consumption of what was boughton the internet in China last week on the Single’s Day was around $20 billionUS dollars. How much is that? Well it’s the entire GDP of neighboring Nepal.Meaning that on one day, the middle class and others in China purchased as muchas the entire 30 million in Nepal. It’s consuming an entire year. So it’s notsmall. It shows the economy is still unequal world, but it also shows why goingafter the supply chains in China is so incredibly important to China and to theworld. The more every level of the supply chain can be green, the greener Chinaand the world will be.

You are the experts as to how that willhappen. I can just wish you well but I think this is an enormous globalimportance. And the more we can be partner on the UN involvement side, we longto partner with business and for this, great anddirect and I know that you can do it. And hardly any place in the world has theability to make a decision and get them implemented.

So with this offer of partnership, I wantto wish you good luck and the importance of greening the supply chains of Chinacannot be underestimated for the world.
